MJPHC BY-LAWS
ARTICLE I: Name, Purpose and Location
Section 1: Name
(A)The name of this club shall be the Mississippi Junior
Paint Horse Club(MJPHC). It is the junior division of the Mississippi Paint
Horse Club(MPHC)and shall operate within the scope of the by-laws,rules,and
regulations of the American Junior Paint Horse Association(AJPHA) and the
Mississippi Paint Horse Club.
Section 2:Purpose
(A)The purpose of this club shall be to promote the owning
and showing of Paint Horses by youth, to imporve and develop leadership skills
in young people, to pormote good horsemship and good sportsmanship among youth,
and to encourage high moral character in all youth.
Section 3:Location
(A)The principle place of business for this club will be
Jackson,Ms and shall cover the State of Mississippi,although its members shall
be from any state and the principal place of business shall be the address for
the current Youth Director, but business may be carried out at any place
convenient to the participating officers and members.
ARTICLE II: MEMBERSHIP
Section 1: Membership Requriments
(a)Members of this club must be 18 years of age or younger,
not married or divorced.
(b)Fees will be $5.00 per youth per calendar year. This fee
is due and payable beginning January 1 of each year and will expire December 31
of the same year. Any delinquent membership may be reinstated simply by paying
one’s current year dues. Points earned during any delinquency will be lost.
(c)Membership in the MJPHC is considered a privilege and can
be revoked if disregard is given to rules and regulations set by the club.
ARTICLE lll: OPERATIONS
Section 1:
(a) The general membership will meet at least once a year at
a time and place to be set by the Board of Directors.
(b) Notice of all meetins will be placed in the MPHC
newsletter, sent by mail to each youth,or each youth family will be called. At
least five days notice should be given.
(c) Special meetins may be called, if needed, by the
President,Board of Directors, or Youth Director.
(d) At any meeting of the membership held in accordance with
the foregoing provisions of procedure,(see MPHC By-Laws Article VII), the
members in attendance shall constitute a quorum.
ARTICLE IV:OFFICERS and BOARD of DIRECTORS
Section 1: Officers
(a) Elected officers of the club shall be President,
Vice-President, Secretary/Treasurer, and 8 district directors. All officers
must meet membership requirements as stated in Article II, Section I.
(b) Terms of office shall be one year, from January 1
through December 31 following the year elected.
(c) The Board of Directors of the club will consist of
President, Vice-President, Secretary/Treasurer,last elected President, all
directors elected for the current year, any AJPHA National Director from
Mississippi, and the MPHC Youth Director.
(d)Any vacancy in any office shall be filled by appointment
by the Board of Directors for the unexpired term. Vacancies of directors must
be filled from their respective distric unless the director was elected on a
state-wide basis.
(e) If in any year the total membership of the club does not
warratn or need 8 directors, the club may choose to elect one director from
each district or 2 state-wide.
(f) The state will be divided into 2 districts for the
election of the directors.(See MPHC By-Laws Article III, Section 1).
(g) The Officers and Board of Directors should meet at least
three times a year, preferably before the general membership meeting and once
before the World Show trip. Any officer or director missing 70% of scheduled
meetings will be asked to resign.
Section 2: Officer Duties
(a) President - The President shall preside at all meetings
of the Board of Directors and general membership meetings. The President shall
see that the by-laws, rules, and regulations of the club are enforced.
(b) Vice-President - In the absence of the President, the
Vice-President shall have the powers and shall perform the duties of the
President.
(c) Secretary/Treasurer - The Secretary/Treasurer shall
record the minutes of all membership,director, and executive committee
meetings. He or she will keep any pertinent documents, letters,newsletters,etc.
sent or received by the club. He or she will keep monthly financial satements,
furnished by the Youth Directoer, to present to the club at their regular
meetings.
ARTICLE VI: Committees
Section 1: Executive Committee
(a) The Business and property of the club shall be managed
and controlled by the Board of Directors and Executive Committee. The Executive
Committee shall consist of the President, Vice-President,
Secretary/Treasury,Youth Director and two elected adult advisors. The Executive
Committee should meet at least 3 times a year to set policy and give direction
to the club. The two adult advisors should be members of the MPHC and should be
elected by the youth membership.
(b) The two adult advisors of the Executive Committee along
with the Youth Director will sesrve as the verbal link between the MJPHC and
the MPHC. They will assist the Youth Director in setting up clinics,field
trips, seminars, social activities, community service projects, or work
schedules. The adult advisors will serve one year terms.
(c) The Executive Committee will oversee the annual
elections of officers and directors to ensure that the elections are completed
before December 31 of each year so that the information needed by the AJPHA can
be turned in in a timely manner.
ARTICLE VII:DISSOLUTION
(a)If the MJPHC ceases to exist due to lack of participation
or commitment, the May show will convert back to the MPHC and any MJPHC money
will be turned over to the MPHC Board of Directors.
MJPHC RULES
ARTICLE I: Club Finances
Section 1: Fund Raisers
(a) The goal of The Mississippi Paint Horse Club(MJPHC) fund
raisers,including membership fees,proceeds from the May Youth
Show,raffles,auctions,etc. will be used to have operating money for any and all
club projects, possible special awards,and the World Show trip.
(b) It is not mandatory that a member participate in all
fund raisers to be included in group activities; however,youth are strongely
encouraged to participated in all youth club functions.
Section 2: Checking Account
(a) The MPHC will set up and maintain a seperate checking
account for MJPHC funds. The MPHC Treasurer will be the administrator of the
account. The Youth Director will be reimbursed for any expenses she/he incurs
operating the MJPHC.Receipts on all purchased must be turned in to the MPHC
Treasurer with an itemized explanation of what expenses
were for. All
purchases should be directly related to
the opeation of the MJPHC.
(b) The Youth Director will furnish a monthly financial
statement to the Secretary/Treasurer to be available at all meetings.
(c) The Club will always try to maintain a minimum balance
of $500.00 in the checking account.
ARTICLE 2: APHA YOUTH WORLD SHOW
Section 1:World Show Expenses and
Reimbursements
(a) To be eligible for reimbursement money for expenses
incurred while participating in the Youth World Show, whether in Horse Judging,
Team Tournament, or in any youth classes, the youth must meet the following
requirements:
(1) The youth must
be a member of AJPHA, MPHC, and MJPHC.
(2) The youth or
youth’s family must help in all fund
raisers,
including the May show.
(3) The youth must
show under 8 judges before the Youth
World Show,
unless the youth’s only participation is
in Horse
Judging.
(4) The youth or
youth’s family must help operate the
Mississippi
booth at the Youth World Show.
(b) Club monies to be used for Youth World Show expenses
will be re-imbursed to the contestant as
follows:
(1) Judging Team
entry fee(s)will be paid.
(2) Team
Tournament entry fee(s)will be paid.
(3) Stall fees for
horses to be used in any youth classes
or Team
Tournament classes will be paid.Youth Director
will make
stall reservations;however, all stalls will be
for in advance
by the youth. MPHC will not pay for any
stalls in
advance, youth will be reimbursed when they
arrive at the
show with their horse/horses.
(4) Remaining
available monies will be divided equally
among the
youth/youth families participating in the
Youth World
Show, whether in Horse Judging, Team
Tournament
competition, or any youth classes--not to
to exceed
$500.00 per youth family.
(5) No monies will
be paid out to the contestant prior to the
Youth World
Show. All fees(stalls,team tournament,
judging team,
etc) must be paid by the contestant(s).
Ater
competition the youth will receive reimbursement
per MJPHC
Rules Article 2 Section 1-4.
(6) Youth Director
will need cash or money order from each
contestant to
make arrangements for stalls,fees,etc.
Section 2:
Team Tournament
(a) Decisions as to the placement of youth on the Team
Tournament will be
based on the Mississippi points,
with the final
decisions being made by the Youth Director
and Youth
Officers. However, if a youth desires a place on
the Team Tournament that is not eligible for
reimbursement
money, that youth
may do so if there is no objection from
the club.
(b) In the event a Youth Team is not available for
participation
in the World Show
due to lack of participation or the World
Show being held
too far a distance away to be feasible to
make travel plans,
fund raisers may continue in that year.
A youth going to
the World Show in a year that these
conditions exist
who has met the previously stated
requirements may
be financially assisted by a sum no less
than $250.00. All
other monies collected will be used for
club projects.
(c) If there is no interest in the Youth World Show or Team
Tournament or
Horse Judging, any monies collected will
go
to club projects.
ARTICLE 3: YEAR AWARDS AND POINTS
SECTION 1:
(a)
You must be a member of the MPHC, MJPHC AND AJPHA to
receive
any youth year end
points and awards.
(b) You must show under 70% of total judges for the
year(14)in
at least 1 Youth
class.
(c) You must also meet any aditional MPHC criteria for year
end
points and
awards.(see MPHC Rules and BY-Laws)
ARTICLE 4: YOUTH SCHOLARSHIP
SECTION 1:
(a) To be eligible for Youth Scholarship you must meet
the
following
qualification:
(1) You must be a
member of the MPHC, MJPHC and AJPHA.
(2) You must show
under 70% of total judges(14) in the year
scholarship is
being applied for.
(3) You must also meet any additional MPHC
criteria for year
end points and
awards.(See MPHC Rules and By-Laws)
(4) You must be a
High School Senior,not married or di-
vorced.
ARTICLE 4: DISSOLUTION
(a) If the MJPHC ceases to exist due to lack of
participation
or commitment, the
May show will convert back to the MPHC
and any MJPHC
money will be turned over to the MPCH Board
of Directors.
ANY QUESTION OR SITUATION NOT COVERED BY
THE MJPHC OR MPHC RULES AND BY-LAWS; WILL BE RESOLVED BY THE MPHC BOARD OF
DIRECTORS THROUGH THE USE OF THE APHA NATIONAL RULE BOOK. IF THE PROBLEM CAN
NOT BE RESOLVED THROUGH USE OF THE NATIONAL RULE BOOK, THE BOARD WILL DISCUSS
& VOTE ON A DECISION. THE BOARD’S DECISION WILL BE FINAL. IN THE EVENT OF A
CONFLICT BETWEEN THE CONSTITUTION OF THE MPHC AND THE RULES AND BY-LAWS OF THE
AMERICAN PAINT HORSE ASSOCIATION, THE RULES OF THE APHA WILL GOVERN.
