MPHC BY-LAWS
ARTICLE
I: Name, Purpose, Location
Section
1. Name
The name of this club shall
be the Mississippi Paint Horse Club and shall at all time be operated and
conducted as a non-profit organization in accordance with the laws of the Sate
of Mississippi wherein it is incorporated.
Section
2. Purpose
The purposes of this club
are:
(a)To promote and stimulate
interest in Paint Horses, by encouraging Paint breeding for conformation and
ability.
(b)To promote interest in
Paint Horses as a breed.
(c)To promote the Paint
Horse through horse shows, pleasure, trail riding and all other activities of
the same nature.
(d)To promote good
horsemanship and sportsmanship.
(e)To educate the public
about the qualities of the Paint Horse and the American Paint Horse
Association.
(f)To encourage membership
in both regional and national levels.
Section
3. Location
The principal place of
buisness for the club shall be Jackson, Mississippi and shall cover the State
of Mississippi, although its members shall be from any state and the principal
place of business shall be the address for the current duly elected secretary,
but business may be carried out at any place convenient to the participating
officers and members.
ARTICLE II:
Members
Section
1. Membership
Membership shall be open to
all persons who subscribe to the aims of the Club, abide by the rules and
regulations and assist in furthering its purposes and objectives. Membership in
the Club shall be in accordance with the rules and regulations currently
adopted by the Board of Directors. Membership categories include the following:
(a)Individual Membership is
for all persons over the age of 18 who shall receive all publications of the
MPHC, and have the right to vote.
(b)Family membership is for
any individual & his or her spouse which can include as additional members any children, step children, or
someone whom you have legal
gaurdianship over. All
additional members must be 18 or under as of January 1
of the year membership is
for. Grandchildren, nieces, nephews, cousins,fiance’s, etc. must have their own
separate membership. Each family membership shall receive all publications of
the MPHC. Family Memberships will have two votes. Minor children are not
allowed voting privileges.
(c)Membership in the
Mississippi Jr. Paint Horse Club is for any individual age 18 or under as of January 1 of the year
membership is for & is in addition to membership in the Mississippi Paint
Horse Club.
(d)Partnership - one vote
each.
(e)Corporations - one vote.
(f)Life Membership - A fee
of one hundred and fifty dollars ($150.00), no annual fees are required, with
all rights of an individual member, but must be an adult.
(g) Mississippi Paint Horse
Club membership is not included with your National APHA Membership.
Sub-section:
(1)All other memberships
shall be annual memberships and an annual fee, designated by the Board of
Directors, is due and payable at the beginning of the show year before the
close of the Dixie National. All membership is non-transferable.
(2)A notice to all
members of fees due shall be mailed to all members, at the last known address
by January 15th of each show year. Any delinquent membership may be reinstated
by paying one current year’s dues.
Members of the club shall
be admitted, retained, and expelled in accordance with such rules and
regulations as the Board of Directores may, from time to time, adopt.
(3)Any member may be
dropped from the membership for conduct and action detrimental to the interest
of the APHA and the MPHC, upon decision of the Board of Directors after due
investigation by and hearing before the Board of Directors.
(4)In the event of
suspension or expulsion by the APHA of a MPHC member, similar action will be
customary by the Board of Directors of the MPHC.
(5)Whenever it is
established that a member knowingly or willfully violated any rule or by-laws
of the APHA or the MPHC, sponsored or sanctioned event, or has failed to
honor any financial
obligation owed to the MPHC, this member may be disciplined by
being suspended or
expelled, placed on probation by the MPHC or other appropriate action by the
MPHC. Said person shall be given not less than fifteen (15) days written notice
of a time and place for hearing on such accusations by the Officers of the
Club.
(6)Every person alleged to
have committed any violation will have the opportunity, in person by counsel or
by designated representative, to be heard and to present evidence on his or her
own behalf and to hear and refute evidence offered against him or her.
(7)After all interested
parties have been heard by the Board of Directors, by a majority vote of the
Board of Directors, they may impose such penalties as deem appropriate under
the circumstances. The general guidelines for disciplinary action as set out in
the APHA rule book are adopted if not otherwise provided for herein.
Section
2. Membership Rights
The following are
recognized as equal rights, interest and responsibilitites for all members:
(a)With the respect to the
Club and its property;
(b)To vote in person at all
general membership meetings.
(c)To hold office and
committee assignments, except as otherwise limited hereinafter.
(d)Any member who is
delinquent in dues or obligations to the Club shall not have the right to vote.
(e)Any member of the Club
holding office who is delinquent in any dues will be removed from office
automatically.
Note: Whenever the term
member or members is used within these by-laws, unless otherwise specified, it
shall mean a member or members having the right to vote.
ARTICLE III: Board of Directors
Section
1. Management
The business and property
of th MPHC shall be managed and controlled by the Board of Directors and the
elected officers of the MPHC.
(a)The Board of Directors
shall consist of the President, Vice President, Secretary, Treasurer, APHA
National Directors from the State of Mississippi, Youth Director, and
eight elected Directors
which shall be elected from two districts. Also, any APHA Past
President who resides in
the State of Mississippi and is a member in good standing with
the APHA and the MPHC will
hold an honorary posititon on the Board of Directors.
This will be a position
with full voting privileage.
The districts will be
determined by dividing the State of Mississippi in half by using I-20 as the
dividing boundary. Four Directors (4) will be elected from each district by all
the eligible voting membership of the Mississippi Paint Horse Club.
The Northern District
includes the following Counties:
Benton, Tippah, Alcorn,
Tishomingo, Prentiss, Union, Pontotoc, Lee, Itawamba, Calhoun, Chickasaw,
Monroe, Webster, Clay, Choctaw, Oktibbeha, Lowndes, Attala, Winston, Noxubee,
Leake, Neshoba, Kemper, and the northern sections of Scott, Newton and
Lauderdale that are north of I-20.
DeSoto, Marshall, Tunica, Tate, Coahoma, Quitman, Panola, Lafayette, Bolivar,
Sunflower, Tallahatchie, Yalobusha, Leflore, Grenada, Carroll, Montgomery,
Washington, Humphreys, Holmes, Issaquena, Sharkey, Yazoo, Madison, ant the
northern sections of Warren, Hinds, Rankin that are north of I-20.
The Southern District
includes the following Counties:
Hancock, Harrison, Jackson,
Pearl River, Stone, George, Lamar,
Forrest, Perry, Greene, Covington, Jones, Wayne, Smith, Jasper, Clarke, and the southern sections of Scott, Newton, and Lauderdale that are south
of I-20. Wilkinson, Amite, Pike, Walthall, Marion, Adams, Franklin, Lincoln,
Lawrence, Jerrerson Davis, Jefferson, Claiborne, Copiah, Simpson, and the
southern sections of Warren, Hinds, and Rankin that are south of I-20.
(b)The President shall
serve as Chairman of the Board and vote only to break a tie.
Section
2. Requirements for Directorship
(a)Each director elected
shall ba a bona fide resident of
Mississippi.
(b)No two members of any
family may sit on the Board of Directors at the same time.
(c)Persons elected to the
Board of Directors will be members in good standing and will pay their dues
before taking office.
Section
3. Removal of a Director
The following are causes for
dismissal from the Board of Directors:
(a)If a Director missed two
(2) consecutive meetings WITHOUT DUE CAUSE, he/she will automatically be
dropped from the Board and replaced at the next meeting of the Board.
(b)If any Director or
Officer fails to properly discharge his or her duties, he or she may
be removed from the Board
by a majority vote of the Board of Directors.
(c)In case of any vacancy
in the Board of Directores by death, resignation, unauthorized absence,
disqualification, increase in number or other cause, the Board of Directores
may elect a successor by a majority vote.
Section
4. Power and Authority of Board
The Board of Directors shall have the power and authority
to make, amend, repeal and enforce such rules and regulation, (not contrary to
law of the Certificate of Incorporation or these by-laws) as they may deem
expedient concerning:
(a)Conduct, management, and
activitites of the Club;
(b)Admission,
classification, qualification, suspension and expulsion of members;
(c)Removal of Officers;
(d)Regulations governing
the prodecure of officer/director suspensions or removal;
(e)Fixing and collectiong
of dues and fees;
(f)Expenditure of monies;
(g)Auditing of books and
records;
(h)Awarding of
championships;
(i)Conducting of shows,
contest, exhibitions, races, sales and social functions and other details
relating to the general purposes of the club.
(j)Detemining the location
of each MPHC Show.
Note: Power and authority
of the Board of Directors is subject to
membership revision at any regular or special meeting of the membership. A
written Notice of Intent to Revise by
any five members (to propose revisions or amendments to any rule or regulation)
must be mailed to the President, Secretary, and all the Board of Directors at
least thirty (30) days in advance of the General Membership meeting.
ARTICLE IV: Officers and Duties
Section
1. Officers
Officers of the Club shall
be President, Vice President, Secretary, Treasurer, Youth Director and
Mississippi APHA National Directors, and such other officers as may be
authorized by the Board of Directors. The Secretary and Treasurer offices may
be held by the same person. Officers will be elected by the general membership
according to the current election procedures.
Section
2. Requirements for Officers
(a)Each officer elected
shall be a bona fide resident of the State of Mississippi.
(b)Not two members of any
family may serve as officers at the same time.
(c)Persons elected to an
officers’s position will pay their dues before taking office, and must be
current in all obligations.
(d)The business &
property of the association shall be managed and controlled by the MPHC
Officers.
Section
3. Written contracts
The President or
Vice-President will execute all contracts on behalf of the Club. Contracts are
to be attested by the Secretary.
Section
4. President. Duties
(a)The President shall be the
chief executive officer of the Club and shall preside at all meetings of the
Board of Directors and general membership meetings.
(b)The President shall see
that the by-laws, rules, and regulations of the Club are enforced.
(c)The President shall
perform all other duties that may be prescribed by the Board of Directors.
(d)The President votes only
to break a tie.
(e)The President shall
appoint an individual to manage, develop, produce and promote the MPHC yearly
directory.
Section
5. Vice President. Duties
(a) Preside in the absence
of the President.
(b) Perform such duties as
prescribed by the President.
(c) Succeed the President
should the office be vacated prior to the regular election.
(d) Shall be responsible
for purchasing awards for all MPHC shows and the Annual Awards Banquet. Awards
must be approved by the Board of Directors prior to purchase.
(e) Must also perform a
class responsibility assignment for each MPHC show.
(f) Shall appoint all show
managers and assign class responsibility for all directors for MPHC shows.
(g) Shall coordinate the
leasing of cattle for all MPHC shows after details and arragngements have been
approved by the Board of Directors.
Section
6. Secretary. Duties
The Secretary shall be
directly responsible to the President and Board of Directors for the operation
and management of the business office which duties include:
(a) Keeping and maintaining
for review, minutes of all Club meetings including any Committee meetings and
Board of Directors meetings.
(b) Serve as custodian
of club records.
(c) Maintain and keep a
current club roster including names, addresses, and elected position of all
members.
(d) Prepare reports &
correspondence as required by the President and the National APHA office.
(e) Notify members of
regular and special meetings in accordance with notifcation procedures within
these by-laws.
(f) Serve on the Board of
Directors with voting privleges.
(g) Shall publish a
newsletter containing pertinent Club information. Special attention will be
directed to Board Meeting Votes and Notes. Recommended publishing
dates(provided there is enough pertinent new information to get out to the
entire membership) are as follows: January 15th, March 15th, June 15th,
September 15, and November 15th.
(h) Will have current MPHC
Point Standings out at each show.
(i) Shall relinquish all
club records to the new club secretary by January 1 of each year.
(j) Send out yearly
Membership notices, banquet reservation forms, class sponsorship forms,
directory advertising forms and all special mailings to each MPHC member.
(k) Be available to answer
all telephone inquiries concerning the MPHC and to promote the club to
interested parties.
(l) Shall prepare the judge
contracts for all MPHC shows and shall make the hotel and travel arrangements
for the judges for each show.
(m) Shall order the Ribbons
and any other awards that the Board of Directors deem necessary for the Dixie
National Paint-O-Rama.
Section
7. Treasurer. Duties
The Treasurer shall be
directly responsible to the President and Board of Directors for the operation
and mangement of the business office which duties include:
(a) Serve as custodian
of club records including the financial
report.
(b) Serve on the Board of
Directors with voting privileges.
(c) Be directly responsible
to the President and Board of Directors for all proper record keeping to meet
requirements of the Club, State and Federal Government.
(d) Shall submit his/her
reocrds for an annual audit by an outside licensed auditing firm. Such auditor
shall be disinterested and not a member of the Club. The annual audit may be
omitted by majority vote of the Board of Directors.
(e) Return a Treasurers’s
report at the first annual membership meeting following the close of the club
year and at such other times as the President or Board of Directors may
require.
(f) Shall submit a budget
for the next year’s estimated expenses at the October General Membership
Meeting, This budget shall be based on previous expenses and income from the
two preceding years. This budget should be approved by the General Membership
at the October meeting and used as a
“guideline” by the new Board of Directors in planning the upcomeing years
expenses.
(g) Shall relinquish all
club records including the MPHC Checking Account and the MPHC Certificate of
Deposit Account to the new club treasurer by January 1 of each year.
(h) Shall maintain the MPHC checking account and
be responsble for preparing the checks to pay all MPHC bills.
(i) Shall distribute the annual financial report
to all club members.
Section
8. Mississippi District Board of Directores
(a) The Association shall
have eight (8) elected directors, allowing four (4) from each district.
(b) The business and
property of the association shall be managed and controlled by the MPHC Board of Directors.
(c) Each Director must
serve as show manager when appointed by the Vice President.
(d) Each Director must
perform a class responsibility assignment for each MPHC show.
Section
9. Surety Bonds
The Secretary and Treasurer
and all other officers and employees of the Club, who may have the handling of
any funds of the Club, shall give a surety bond to be furnished at the expense
of the Club for the faithful discharge of his or her duties, if so required by
the Board of Directors.
Section
10. Vacancies
All vacancies in the
posititons of Officers of the Club shall be filled by the Board of Directors
for the unexpired term.
ARTICLE V: Committees
Section
1. Club Committees
The Board of Directors or
the President may empower general or specific committess as necessary to meet
the management needs of the club. A committe will have two or more members at
least one of which is a Director. The Board will maintain responsibility for
the actions of each committee.
Section
2. Executive Committee
There is hereby created an
Executive Committee consisting of the Club officers; President, Vice President,
Immediate Past President, Secretary, Treasurer, Youth Director, and The
Mississippi APHA National Director.
(a) The Executive Committee
will make club decisions, when time and circumstances of an unusual or
emergency nature preclude the meeting
of, and decisions by, the entire Board of Directors.
NOTE: All actions of the Executive Committee are subject to
revison or amendment by the Board of Directors at any regular or special
meeting of the Board of Directors.
Section
3. Nominating Committee
There shall be a Nominating
Committee for the nomination of offices, consisting of the eight (8) elected
directors. They must nominate at least one candidate for the office of
President, Vice President, Secretary, Treasusrer, Mississippi APHA National Director,
and Youth Director. Club President shall serve as Chairperson or shall
designate the Chairperson of the Nominating Committee.
ARTICLE VI: Elections
Section
1. Officer Election Procedures
The ballot for club
officers will be selected at the annual October general membership meeting.
(Membership closes 60 days before election of officers.) Nominations by the nominating committee will
be presented and the floor will open to the general
membership for additional
nominations for these officers. Additionally, the general
membership is responsible
for placing in nomination the names of MPHC members to fill the eight elected
director positions. Those individuals nominated must reside permanently in the
district for which they are nominated.
Any person nominated must
have previously consented to such nominations. The ballots will then be
prepared by the club secretary, validated by the club President & mailed
by
November 1st. Officer and
District Director balloting will be voted on statewide. The
ballots will then be
collected by the club Secretary and presented to the Board of Directors for
tabulation by December 1st. The newly elected Officers and Board of Directors
will be annocunced as soon as the votes have been tabulated.
Section
2. Notice of Meeting
(a) Notices of the
“election-meeting” must be mailed to members in good standing no later than ten
(10) days prior to the meeting. Such notice may be in the form of the Club’s
newsletter. The notice shall state the time and place of the “election-meeting”
and include the names of the nominees selected by the nominating committee.
Quorum at the election-meeting shall consist of a majority of the voting
membership which is present.
ARTICLE VII: Meetings
Section
1. General Membership Meetings
(a) There shall be held at
least one general membership meetins during each calendar year, including the
election-meeting to be held during the month of October. The time and place of
such meetings shall be set by the Directors or by direction of the President.
(b) Notice will be mailed
stating the time and place of such meetings to the last known address of each
member in good standing no less than 10 days prior to the meeting date. If
special topics are to be discussed and/or voted upon, members will be notified
of the topics in this notice.
(c) Members (in good
standing) attending the general membership meetings shall constitute a quorum.
Section
2. Special Meetings
(a) Special meetings of the
members may be held at such time and place as may be designated in writing by
direction of the President or by a majority of the Board of Directors or by
notice signed by no less than twenty percent (20%) of the members then in good
standing, except to revise any action of
the Board of Directors, then see Article
III, Section 4.
(b) Notice of each special
meeting indicating breifly the reason for the meeting shall be given in the
same manner as provided for general membership meetings.
(c) Only business listed on
the Notice agenda can be voted upon at this special meeting.
(d) Members attending a
special meeting of the membership held in accordance with the foregoing Notice
provisions shall constitute a quorum of the members.
Section
3. Board of Directors Meetings
(a) The Board of Directors
shall meet on the second Tuesday of each month. From time to time a monthly
meeting may be cancelled by a majority vote of the Board of Directors if there
is no pertinent business to address.
(b) The Secretary shall
give notice of each meeting by placing a listing of the dates for the Board of
Directors meetings in each newsletter. Unless otherwise indicated in the
notice, any business may be transacted at a Board of Directors meeting. At any
general or special meeting of the Board of Directors, a quorum shall consist of
a majority of the Board of Directors.
(c) All Board
members shall conduct themselves
in a business like manner. Any abusive language, disorderly conduct, verbal
harassment, or disruption of said meeting
shall constitute reason for dismissal from the board meeting by the club
President.
(d) Any member having a
question, complaint or suggestion may request to be heard at any board meeting.
In order to make a presentation to the Board, the member must first request in
writing to the club President his/her intention to address the Board. This
request must be made ten (10) days prior to Board Meeting.
ARTICLE VIII: Rules
Section
1
The Board of Directors is
responsible for establishing the rules consonant with and supplementary to the
Article of Incorporation and By-Laws for
the general administration of business of the Club. The rules shall be
published and distributed to the members, with revisions published when
sufficient change to the rules warrant a new publication. The Board of
Directors must conduct an annual review of the rules with a view toward
updating.
ARTICLE IX: Amendments
Section
1. Amendments
(a) These by-laws may be
amended by Presenting a motion at the October General
Membership meeting which is
properly seconded. These proposed amendments will be
placed on a ballot and will
be mailed with the Officer and Board of Direct Ballots following the October
General Membership meeting. A simple majority of the returned ballots will
determine whether the proposed amendment becomes part of the MPHC By-Laws.
(b) Proposed amendments to
these by-laws shall be sent in writing to the Secretary at least thiry (30)
days in advance of the General Meeting.
(c) Notice and agenda shall
follow notification procedures for general meetings.
(d) The subsequent
amendment must be attached to the by-laws, so referenced withtin the body of
the by-laws, and a copy submitted to APHA for proper review and action.
(e) A current set of the
club By-Laws should be approved each October in the General Membership Meeting.
Once approved, a copy should be mailed to each active MPHC member following the
Dixie National.
ARTICLE X: Indemnification
Section
1.
Each director, officer and
committeeman of the Club shall be indemnified by the Club against all cost,
expenses and liabilities reasonably incurred by him or her in connection
with/or resulting from any action, suit or proceeding to which he or she may be
made a part by reason of his or her being or having been a director, officer or
committeeman of the Club, except in relation to matters which shall have been
occasioned by the willful misconduct or dishonesty of such Officer, Director or
Committeeman. The foregoing right indemnification shall cover amounts paid in
settlement of any such action, suit or proceeding when such settlement appears
to be in the interest of the Club. The foregoing rights shall be in addititon to
any other rights to which such director, officer or committeeman maybe entitled
as a matter of law.
ARTICLE XI:
Dissolution
Section
1.
Upon the dissolution of the
corporation, the Board of Directors,
shall; after paying or making provision of the payment of all the liabilities
of the corporation, dispose of all the assets of the corporation in such
manner, or to such organization or organizations
organized and operated
exclusively for agricultural purposes as shall at the time quality as exempt
organization or organizations under Section 501.C (5) of the Internal Revenue
Code of 1954 as the Board of Directors shall determine. The American Paint
Horse Association, Fort
Worth , Texas is to be given first consideration.

RULES
Article
I Optional Offices
Section
1. Youth Director. Duties
(a)
Coordinate and send out newsletters for all meetings, projects, fund raisers
and social events for the youth.
(b)
Shall distribute all awards at all MPHC shows.
(c)
Serve as a voting member on the MPHC Board of Directors.
(d)
Encourage participation in the
Mississippi Junior Paint Horse Club and promote the youth as a valuable and
prominent part of the MPHC.
(e)
Must also perform a class responsibility assignment for each MPHC show.
(f)Shall
organize & make all arrangements for the Youth World Show.
(g) The Youth Director will furnish a monthly
financial statement to the MPHC Secretary to be available at all meetings.
Section
2. Show Secretary. Duties
(a) Inspecting all
registration papers, including originals or photocopies.
(b)
Provide access to a current listing of the points standings at all MPHC
sponsored shows to any MPHC member.
(c)
Inspecting Junior exhibitors ID cards.
(d)
Inspecting current year amateur cards and recording 11 digit ID number.
(e)
Inspecting all entry forms.
(f)
Accepting enry fees.
(g)
Issuing exhibitors back or entry numbers.
(h)
Keeping records and files of each class and each exhibior.
(i)
Supplying information to the show announcer as classes are called.
(j)
Attaching judges cards to entry blanks.
(k)
Giving exhibitors entry blanks with judges cards attached throught 10 places,
to the announcer.
(l)
Re-filing entry blanks in their proper class after the winners of that class
are announced.
(m)
Comleting show result forms.
(n)
Verifying all information to see that everything is correct.
(o)
Forwarding show results to the APHA’s National office within the allotted time.
(p)
Forwarding show results to the MPHC secretary for the use of determining point
standings & year-end award winners within 2 weeks after each show.
(q)
Shall be responsible for hiring the show judges, following the direction and
after the approval of the MPHC Board of Directors.
Failure
to perform above designated duties will be grounds for dismissal by a majority
vote of the Board of Directors.
Section 3. Mississippi APHA National Director.
Duties
(a)
Represent MPHC at the national level
and serve as a voting member on the MPHC Board.
(b)
Attend as many national conventions and workshops as possible and report back
to the Board of Directors on current issues or any new directions that APHA has
taken
on
matters that may have a direct impact on the club.
(c)
Must also perform a class Responsibility assignment for each MPHC show.
ARTICLE II Year End Awards
Section
1. Year End Awards Rules & Qualifications
(a) The MPHC Year End High
Point, Class Winner, & Category Awards will be presented each year to the
winner in each approved event, providing the participant has shown under 70 %
or more of the judges in shows sponsored by the MPHC, or approved for points by
MPHC. You must show under 70% of judges
for the year in at least one event to be eligible for any High Point Awards;
however all accumulated points will count towards High Point totals. Exceptions are: 2 year old western pleasure(10
judges required). CUTTING WILL NO LONGER BE OFFERED AT THE
FUTURITY; THEREFORE, IT WILL NOT QAULIFY FOR ANY MPHC YEAR
END AWARDS. In the event of a fraction
number of judges , less than 1/2 will
go to the lower number, more than 1/2 will go to the next number. Example, 2.5
would be counted as 3, and 2.2 would be countred as 2.
(b) A horse may be shown in
amateur and youth and one contestant from each division will be eligible for a
belt buckle.
(c) In the event a horse
dies or becomes unfit to show, the horse may be replaced by another, provided
that the horse is purchased & meets the APHA National family ownership
rules. No points the substitution horse
had prior to the substitution can be combined with the points of the
horse it is replacing for any awards, nor do any points aquired by the substitution horse add to the unfit horses
points.The substitution horses shows will be added to the unfit horses shows to
allow the contestant to meet the 70% rule.
If a horse becomes unfit to show, a statement from a licensed
veterinarian is required and replacement must be approved by the Board of
Directors before points will be recognized. In the event the unfit horse
becomes sound to show before the end of the calendar year, it cannot replace
the replacement horse to finish the calendar year unless the replacement horse
shows & points are dropped from counting for awards. No horse can be
replaced due to pregnancy, selling or purchasing of another horse. In the event
the horse changes classes
during the year ( i.e. Halter stallion to Halter gelding) the points
accumulated in each class stay with the class. The points do not transfer
between classes.
(d) No points earned at any
show will count toward your year end awards unless your yearly dues have been
paid prior to the end of that show. All yearly dues are payable prior to the
end of the Dixie National.
(e) You must be a member in good standing of the Mississippi Paint
Horse Club;with
no outstanding debt owed to
Mississippi Paint Horse club before you can recieve any awards. MJPHC
membership is in addition to MPHC membership & is optional,but you must be
a MJPHC member to recieve any MJPHC funds, points, year end or special awards
etc.
(f) You must work a minimum
of 2 hours per membership during a show year to recieve year end awards. The
Show Manager working the show will have the work sheet. It is your responsibility to log your hours on
the work sheet at each show & make sure the Show Manager initials your sign
in. If your name is not on the work sheet you will not get credit for working.
(g) In all Open classes
anyone can show the horse(same as APHA);since the points are kept on the horse,
but the owner must be a member in good standing of the Mississippi Paint Horse
Club to qualify for year end awards.
(h ) In Youth & Amateur
classes the exhibitor must be a member in good standing of the Mississippi
Paint Horse Club to qualify for year end awards & the horse must meet the
APHA ownership rules as well.
(i) Youth Walk-Trot Western
Pleasure 10
- 18
& Adult Walk-Trot 19 & Over will not count towards any year end
High Point Awards. The Class Winner & Reserve Class Winner will get the
specified class win award.
(j) In Adult Walk Trot the points are tabulated
on the horse & rider combination. The exhibitor must be an MPHC member
& must meet the APHA ownership requirements.
(k) In Youth Walk Trot
Western Pleasure AGES
5 THRU
9, Walk Trot AGES 10 THRU 18 and
Lead Line the horse does not have to meet the APHA ownership rule for the
youth to exhibit. The youth can ride
any regular registry paint horse in anyones name, but must ride the same horse
all year to qualify for awards.
(l) IF
A YOUTH CLASS IS COMBINED IT WILL BE SPLIT BACK OUT; ACCORDING TO AGE, FOR
TABULATION OF MPHC YEAR END POINTS. APHA POINTS WILL STILL BE TABULATED
ACCORDING TO APHA RULE BOOK. EXAMPLE:: A
13 & UNDER CLASS WITH 5 ENTRIES
IS COMBINED WITH A 14 - 18 CLASS WITH 2 ENTRIES. THE MPHC POINTS WOULD
BE 5,4,3,2,1 POINTS FOR THE 13 & UNDER CLASS & 2,1 POINTS FOR THE 14 -
18 CLASS. UNDER THE OLD SYSTEM THE
CLASS WOULD BE POINTED AS A COMBINED CLASS 6,5,4,3,2,1, POINTS & ONE
EXHIBITOR WOULD HAVE GOTTEN NO POINTS. (SEE ARTICLE 11, SECTION 2-A)
(m) You must pre-register
& pre-pay all entry fee’s in all cutting classes offered. Pre-paid entries
must be recieved by the show secretary 2 weeks prior to the show.
(n) You have the option of
taking the specified award or cash. If you choose to take money in lieu of the award; you will receive only 1/2 of the monetary amount that
we paid for the award. EXAMPLE::if we pay $100.00 for an award & you prefer
cash you would receive $50.00. There will be no cash option on any award that
might be donated to the Mississippi Paint Horse Club.
Section
2. MPHC Point System
(a) For every horse in the
class, each member recieves 1 point for each horse he beats up to 6 horses.
Example: If there are 6
horses in the class and you win, you recieve 6 points for 1st, 5 points for
2nd, 4 points for 3rd, 3 points for 4th, 2 points for 5th & 1 point for
6th. If there are 5 in a class and you win you recieve 5 points for 1st, &
so forth. If there is only 1 horse in the class, you recieve only 1 point for
1st place.
(b) Grand Champion:
receives 2 points more than the largest class in that division.
(c) Reserve Champion:
receives 1 points more than the largest class in that division.
(d) You must be a member of
the MPHC to recieve year end points, membership in MJPHC is additional, but is
not a requirement for year end points.

3. MPHC Show Awards
(a) Ribbons for all youth
classes 1st through 6th places
(b) High Point awards for
Dixie National Show and November Paint-O-Rama & Futurity in these classes.
The Board may vote to add additional High Point awards to either of these shows
based on available funds:

Section 4. MPHC Year End Awards
(a)Class
Winner:
The MPHC will give a buckle
to each qualifying contestant in each class so long as the cost of the buckles conform with what the club can
afford to spend on awards that particular year. A contestant may win more than
one belt buckle per year. You may combine multiple buckle wins to get a nicer
buckle.
(b)Reserve
Class Winner:
Awards in this category
will be determined by the Board of Directors each year, and will be given only
if funds are available.
(c)Overall
High Point Winners:
The MPHC will give Overall
High Point awards to qualifying contestants so long as the
cost of the awards conform
with what the club can afford to spend on awards that particular year. The awards are as follows:
Overall High Point Youth
(all classes)-- Saddle
Overall High Point Novice
Amateur (all classes)-- Blanket

Reserve High Point Winner:

QUALIFICATIONS OR MPHC BY-LAWS; WILL BE RESOLVED BY THE BOARD OF DIRECTORS THROUGH THE USE OF THE APHA NATIONAL RULE BOOK. IF THE PROBLEM CAN NOT
BE RESOLVED THROUGH USE OF THE NATIONAL RULE BOOK, THE BOARD WILL DISCUSS &
VOTE ON A DICISION. THE BOARD’S DECISION WILL BE FINAL. IN THE EVENT OF A
CONFLICT BETWEEN THE CONSTITUTION OF THE MPHC AND THE RULES AND BY-LAWS OF THE AMERICAN PAINT
HORSE ASSOCIATION, THE RULES OF THE APHA WILL GOVERN.
